The Centre, in partnership with the PLANCHER Fund and the City of Montreal, announces the creation of a pre-development fund for community housing projects on municipal land.
The fund was designed as a direct response to the challenges encountered in the early stages of community housing projects. Its objective is simple: to provide financial support for the pre-development stages like feasibility studies, preliminary designs, initial administrative procedures of projects led by community organizations or cooperatives.
Good news for accelerating affordable off-market housing projects
The preliminary stages of a development project often pose a major financial obstacle for community organizations, despite the city’s willingness to make land available. Their non-profit mission forces them to work with limited financial flexibility.
It will enable:
- Easier access to start-up financing in the form of loans.
- Accelerated development of projects on city-owned land.
- Reduced financial risk for organizations in the start-up phase, making projects more robust and better structured from the outset.

The operational details of the program (eligibility criteria, application procedures, etc.) will be announced in spring 2026 and presented during a webinar, the date of which is to be confirmed.
