The National Housing Council commissioned Blueprint ADE to research and analyse the affordable housing supply that was created through bilateral National Housing Strategy Programs. The programs included: the Canada Community Housing Initiative (CCHI), the Provincial/Territorial Priorities Funding Priorities (PTPF), the Canada Housing Benefit (CHB), and the Northern Housing Initiative (NHI) and the Federal Community Housing Initiative (FCHI) (despite it not falling under federal-provincial/territorial bilateral agreements).
The findings included:
– The programs will not meaningfully increase supply of community housing,
– Funding levels do not adequately address the housing needs of Indigenous Peoples and needs in the North,
– CHB could help government address unmet needs, but the funding is insufficient. Scaling up the benefit could help households in need,
– The new multilateral frameworkès program reporting and monitoring could be an advantage
The report provides advice to the Minister of Housing and Diversity and Inclusion
