Upholding dignity and human rights: The Federal Housing Advocate’s review of homeless encampments

This report by the Federal Housing Advocate addresses the national human rights crisis of encampments in Canada and provides recommendations for all levels of government.

It highlights the increase in encampments, which represent an effort by people who are unhoused to claim their human right to housing. The report calls for a National Encampments Response Plan and provides concrete recommendations for all levels of government to fulfill their human rights responsibilities.

The Advocate calls on the federal government to establish a plan that will: act to save lives immediately, end forced evictions of the encampments, work with all governments and provide support to municipalities, respect the inherent rights of Indigenous Peoples, respect and uphold human rights, offer permanent housing options as rapidly as possible, address root causes of encampments.
