Case studies of housing projects with expired operating agreements

This report summarizes key findings and practices for housing projects approaching the end of their subsidies. The findings are drawn from case studies of federally-assisted housing projects that have transitioned to a post-subsidy environment and continued to provide affordable housing.

Key practices covered include: planning, developing business models, building partnerships, networks and supports, maintaining affordability, maintaining building quality, planning financial viability, communicating with residents, developing internal capacity, gaining professional advice, and using equity to finance renovations and redevelopment.

The research can support other housing providers preparing to transition and provides insight to decision-makers. It was prepared by Auguste Solutions & Associates Inc and CMHC.
